يهدف البحث إلى التعرف على الإشكاليات الإدارية المؤثرة على مكانة فريق كرة القدم بالأندية الشعبية
،وقد قام الباحث باختيار عينة البحث بطريقة المسح الشامل للأندية الشعبية بمحافظة الدقهلية وعددهم (10) أندية بنسبة (71.43%) بواقع عدد (84) عضو مجلس إدارة بنسبة (60%)، استخدم الباحث المنهج الوصفي وتم استخدام استمارة استبيان كأدوات جمع بيانات.

وكانت من أهم النتائج:. اللوائح والقوانيين الحالية لا تفي بمتطلبات الاستثمار في الأندية الرياضية، اللوائح والتشريعات الحالية لا تجتذب رجال الاعمال للاستثمار في المجال الرياضي بدرجة كبيرة، لا توجد لجان خاصه بالتسويق بالأندية الشعبية في المستويات الأدنى ،لا تشارك الاندية في المستويات الأقل في وضع قانون الرياضة، لائحة النظام الأساسي للاتحاد المصري لكره القدم غير واضحة لجميع الأندية، جدول المسابقات الخاص بالاتحاد من (دوى - ك اس- سوبر )غير منتظم ،يتأثر الاتحاد في اتخاذ قراراته بجماهيرية النادى والسوشيل ميديا، الدعم المقدم من الاتحاد ووزارة الشباب الى الاندية غير كافى.

وكانت من أهم التوصيات:. ضرورة اجراء تعديلات تشريعيه على اللوائح والقوانيين المنظمة للاستثمار في المجال الرياضى ، ضرورة وجود لجان او إدارات خاصة بالتسويق في جميع الاندية بكافة مستوياتها ، ضرورة مشاركة جميع الاندية بكافة مستوياتها في وضع قانون الرياضة ، ضرورة انتظام جدول المسابقات الخاص بالاتحاد المصرى لكرة القدم من (دورى – كاس- سوبر ) وبمواعيد محدد ، الشفافية والوضوح في التعامل مع جميع الاندية ، ضرورة زيادة الدعم المقدم من الاتحاد ووزارة الشباب الى الأندية.، ضرورة وجود مجالس إدارات محترفة ومؤهله لادارة الاندية .
The research aims to identify the administrative problems affecting the position of the football team in popular sports clubs by answering the following questions: What are the administrative problems related to legislation and laws? What are the administrative problems related to the policy of the Egyptian Football Association? What are the administrative problems related to the capabilities in the popular clubs? What is the significance of the differences in the administrative problems affecting the status of the football team in the popular clubs according to the variable of the degree of the competition?
 
The researcher selected the sample by means of a comprehensive survey of popular clubs in Dakahlia Governorate, and their number (10) clubs with a percentage of (71.43%) by the number of (84) members of the board of directors at a rate of (60%). The researcher used the descriptive method the questionnaire form as data collection tools.
The most important results : Current regulations and laws do not meet the requirements for investment in sports clubs, the current regulations and legislation do not attract businessmen to invest in the sports field to a large extent, there are no marketing committees in popular clubs at lower levels, clubs at lower levels do not participate in the development of the sports law, the statute of the Egyptian Football Federation is not clear to all clubs, the schedule of competitions of the Federation from (DOI - KS-SUPER) is irregular, the Federation is affected in making its decisions by the club's fans and social media, support The submission of the federation and the Ministry of Youth to the clubs is not enough.
The most important recommendations : The need to make legislative amendments to the regulations and laws governing investment in the sports field, the need for special committees or departments for marketing in all clubs at all levels, the need for the participation of all clubs at all levels in the development of the sports law, the need for the regularity of the schedule of competitions of the Egyptian Football Association from (league - cup - super) and specific dates, transparency and clarity in dealing with all clubs, the need to increase the support provided by the Federation and the Ministry of Youth to the clubs.
